Below is our current staff directory, including email addresses for our staff attorneys, policy consultants, and other staff members.

If you are a Washington State city or county official, staff member, or one of MRSC's contract partners and you have an inquiry for the MRSC consultant staff, please use our Ask MRSC form and your request will be routed to the appropriate staff member. If you send your inquiry directly to a staff member who is out of the office, your response will be delayed until that individual returns.

Tracy joined MRSC as the Executive Director in September 2011. She has over 20 years of local government and non-profit experience, specializing in growth management, transportation, and general city management issues. Most recently, she was the legislative liaison for the Seattle Department of Transportation where she led the Department's efforts to develop a transportation funding ballot measure and advocated on behalf of the city on state and federal transportation policy transportation issues. She has also served as the City of Kirkland's intergovernmental relations manager, where she was instrumental in successful efforts to regionalize fire and police dispatch services and to secure state annexation funding. She has a bachelor's degree in economics from Williams College in Williamstown, Massachusetts and a master's degree in urban and regional planning from the University of Florida.

Legal Consultants

Jim Doherty

Jim Doherty joined MRSC in July 1993. He has a B.A. degree from Wheeling Jesuit University, an M.A. degree from St. John's College in Santa Fe, and his J.D. degree from Lewis and Clark Law School in Portland. In addition to clerking in two Oregon city attorney offices, Jim has been an assistant city attorney for two Washington cities. His legal career also includes stints as a public defender, private attorney, legislative counsel and assistant attorney general. The latter two positions were with the Government of American Samoa, in the South Pacific.

Flannary Collins

Flannary joined MRSC as a legal consultant in August 2013 after working for ten years as the assistant city attorney for the city of Shoreline. At Shoreline, Flannary advised all city departments on a wide range of issues including public records, land use, code enforcement, public works bidding, and construction claims. Flannary is a Seattle native and, after a four-year stint at Loyola Marymount University in Los Angeles where she played NCAA Division I soccer, she happily returned to the Pacific Northwest. She graduated with a J.D. from the University of Washington School of Law in 2002 and joined the Shoreline City Attorney's Office shortly thereafter.

Oskar Rey has practiced municipal law since 1995 and served as Assistant City Attorney for the City of Kirkland from 2005 to 2016, where he worked on a wide range of municipal topics, including land use, public records, and public works. Oskar is a life-long resident of Washington and graduated from the University of Washington School of Law in 1992.

Paul worked at MRSC between 1983 and 1992 and in May 1999 rejoined the Center as a legal consultant. He has a law and an undergraduate degree from the University of Washington. Paul most recently served as Ellensburg City Attorney and was an assistant city attorney for Vancouver; he twice was employed as a staff member with the Seattle City Council.

Robert interned with MRSC for a year before joining the legal team as a legal consultant in August 2015. He has worked with several local governments as a legal intern, including the Port Townsend City Attorney’s Office as well as the Land Use Section of the Seattle City Attorney’s Office. A Washington native, he earned both a B.A. and a B.S degree from the University of Washington and graduated magna cum laude from the Seattle University School of Law, where he was the Managing Editor of the Seattle University Law Review.

Moses joins MRSC as a legal consultant on impaired driving issues in criminal and DOL proceedings.  He is the State Traffic Safety Resource Prosecutor providing training and other assistance to prosecutors, law enforcement, hearing examiners, and judges.  He worked for ten years as an assistant city attorney for Seattle, six years with the Washington State Patrol, and an additional five years with private firms.  Moses is a University of Washington graduate from both their School of Architecture and School of Law.

Jill Dvorkin joined MRSC as a legal consultant in June 2016 after working for nine years as a civil deputy prosecuting attorney for Skagit County. At Skagit County, Jill advised the planning department on a wide variety of issues including permit processing and appeals, Growth Management Act (GMA) compliance, code enforcement, SEPA, public records, legislative process, and public records. Jill was born and raised in Fargo, ND, then moved to Bellingham to attend college and experience a new part of the country (and mountains!). She earned a B.A. in Environmental Policy and Planning from Western Washington University and graduated with a J.D. from the University of Washington School of Law in 2003.

Steve joined MRSC in February 2015 as a Planning Consultant as well as the manager of the policy team.  He has been involved in most aspects of community planning for over 30 years, both in the public and private sectors.  Steve has served as president of statewide planning associations in both Washington and Maine, and was elected to the American Institute of Certified Planner’s College of Fellows in 2008.

Judy joined MRSC as Public Works Consultant in June 2017. Her experience in public works and public procurement includes purchasing positions with Redmond and Shoreline, and most recently as Purchasing Manager for KCDA Purchasing Cooperative. Working in areas of procurement and project management has provided Judy significant experience in both the public and  private sectors. She has studied Business/Accounting at Edgewood College in Wisconsin and attended the Purchasing program at Shoreline Community College for continued education. Participation in various professional organizations supplement her experience and she currently holds a Certified Professional in Supply Management (CPSM) certification through the Institute of Supply Management. Outside of the office, Judy has two sons and one daughter, enjoys getting outdoors on the weekends, and likes to travel whenever possible.

Toni began working for MRSC in May 2014. Her background in governmental accounting is extensive with over twenty-four years in the public sector. She was with the Washington State Auditor’s Office for 11 years and 9 years as the Clerk/Treasurer for the Town of Twisp. She established a focus for "Cash Basis" accounting and reporting while with the State Auditor’s Office that carried into educational classes and on-site training. She authored the Small Cities Manual, monthly articles for the Finance Advisor column for MRSC and is a speaker for state organizations such as AWC, WFOA, WMCA, and WMTA on topics pertaining to budgeting, cash basis accounting and reporting and the application of Washington State B.A.R.S. requirements.

Lynn joined MRSC in January 2008 after over 30 years in local government management and 4 years as senior project manager/principal consultant with a major public sector financial consulting firm. Lynn's public sector management experience includes virtually all municipal services including the operation of a wide variety of municipal utilities and enterprises such as water, sewer, solid waste, natural gas, cemetery, parking and storm water. Lynn received his BA in Political Science from UCLA and a Master of Public Administration from the University of Puget Sound. He is also a Credentialed Manager through the ICMA Voluntary Credentialing program.

Byron began work at the Center as a Research Assistant in July 1978. He holds a B.A. degree in Political Science from the University of Washington and an M.P.A. from the University of Washington's Evan’s School of Public Policy and Governance. After completing his M.P.A., Byron joined MRSC's consulting staff as a Public Policy and Management Consultant concentrating on municipal administration and policy analysis. Byron is responsible for research in such areas as emerging local government issues, best practices, strategic planning, performance measurement, and local government management. In addition to his consulting duties, Byron also maintains the "Focus" section of MRSC's website and is editor of our "In Focus" and "Ask MRSC" e-newsletters. He also coordinates our HR, Planning, Finance, Government Performance, and Council/Commission Advisors. In his own community of Kirkland, Byron also served for eight years as a member of the city's planning commission. Byron is a member of the Washington City/County Management Association (WCMA) and the International City/County Management Association (ICMA).

Taira Anderson joined MRSC in the summer of 2014 as an administrative assistant, and in 2015 took over coordinating and managing the MRSC Rosters program. She received a Bachelors in Studio Art from Western Washington University, and Masters of Fine Arts in Fiction Writing from Bowling Green State University. Taira has worked as an instructor of writing, and as a writing tutor. Currently, she is a fiction editor for Isthmus, a Seattle-based literary magazine, and a frequent volunteer at 826 Seattle, a nonprofit writing and tutoring center.

Marcie became a member of the MRSC staff in April 1990. She received a B.A. degree in Business Administration from Washington State University, passed the Uniform C.P.A. Exam, and subsequently completed the experience necessary to obtain her C.P.A. license. This experience includes 3 years of public accounting, specializing in auditing and tax preparation for nonprofit clients. Marcie is responsible for the Center's budgeting and finance.

Sandra began working at MRSC in March 1998. She graduated from Central Washington University with a B.S. degree in Accounting and Finance. She has full charge accounting responsibilities for the center, as well as the two Professional Associations, WCMA and WSAMA. Sandra also handles the education training registration and maintains the membership database for the Washington Finance Officers Association.

Larkin joined MRSC in November 2016. She graduated from the University of Washington with a double degree in Drama and Communication. In addition to working with MRSC, Larkin currently volunteers as the Associate Fiscal Manager for The Seagull Project, a small Seattle based theater-company. She is a native Washingtonian.

Aimy joined MRSC in spring 2017. As the Human Resources and Administrative Coordinator, she supports a variety of executive administrative and human resources duties for MRSC. She also coordinates conference planning and membership services for WA State professional associations: WSAMA, WCMA, and WPTA. Her background in nonprofits includes serving as an AmeriCorps VISTA, and then Volunteer Engagement Coordinator with 501 Commons. Aimy has a B.A. in English from Western Washington University.

Eric Chang

Eric Chang has been involved in technology ever since serving in the US Navy as a radar technician. Eric has been responsible for developing numerous software products and custom business applications. More recently, served as a senior data analyst in the Healthcare industry. Mr. Chang is Microsoft-certified, and has received an MBA from the University of Washington in 2001. Eric grew up n the Northwest and when not staring at a computer is going for a hike, finding a new putter or feeding his four parrots.

Steve joined MRSC in July 2014, completing a long journey back home to his native Seattle. He brings a broad public policy background, including experience in regional water management, land use, and transportation planning. Steve holds a bachelor’s degree in History and Political Science from the University of Pittsburgh and a master’s degree in Community and Regional Planning from the University of New Mexico.

Gaby joined MRSC as the Information Specialist / Librarian in August 2016. After many years of teaching English to students in the Health Sciences at a university in Barcelona, Spain she went back to graduate school for a Master’s in Library and Information Science at the University of Washington.  Prior to joining MRSC she worked as a Metadata Specialist at Dow Jones where she worked on taxonomy maintenance and development and other metadata and indexing support activities for Factiva.

Leah joined MRSC as a Communications Coordinator in the fall of 2016 and manages MRSC’s blog and webinar training program, in addition to developing website content. She has worked with various nonprofits, membership associations, and research organizations in a variety of positions, from raising funds to editing academic manuscripts. She has a Masters in Nonprofit Organizations from Case Western Reserve University and a Certificate in Editing from the University of Washington. She was born and raised in Ohio and moved to Seattle in 1999. Leah values the wonderful cultural and civic opportunities the city offers, as well as the breathtaking Puget Sound landscape.

Marissa Roesijadi

Marissa Roesijadi joined MRSC in May of 2017 as graphic designer. She received an AAS in Graphic Design from Seattle Central Creative Academy, and a BA in Visual Arts from University of Maryland Baltimore County. Marissa has worked in the art and design communities of Miami, Brooklyn and Seattle. This experience includes working for and collaborating with art galleries, art museums, cultural museums, non-profit organizations, artist collectives as well as design experience working for Amazon.
