I am thrilled to begin this new chapter in my career with MRSC as a legal consultant.  After working as the City of Shoreline’s assistant city attorney for 10 years and providing legal advice and representation to all city departments, I have a solid background for my new role in providing legal assistance to municipalities throughout Washington State.

 

I first became intrigued by municipal law after taking the Local Government Law course during my second year at the University of Washington School of Law.  Taught by Hugh Spitzer, this class, where we learned about different classes of cities and police and proprietary powers, quickly became my favorite in law school.  And, I was lucky to gain “real world” experience, see the internal workings of a local government, and apply some of what I learned in the Local Government Law course by interning in the Port of Seattle’s legal department during my second and third years in law school.   After graduating from UW, I knew that municipal law was for me and I was happy to become the City of Shoreline’s first assistant city attorney.

 

As an assistant city attorney, I relied on MRSC for its thorough publications as well as the handy “Inquiries” tab on its website.  With Shoreline’s lean (and efficient!) legal department, it was nice to have MRSC’s support in answering tricky legal questions.  I am delighted to join the MRSC team and look forward to providing the same type of excellent support to local government employees that I received while I was a city employee.

About Flannary Collins

Flannary Collins is the Managing Attorney for MRSC. She first joined the organization as a legal consultant in August 2013 after working for ten years as the assistant city attorney for the city of Shoreline. At MRSC, Flannary enjoys providing legal guidance to municipalities through inquiry assistance and in-person trainings on municipal issues, with a heavy emphasis on the Public Records Act.
