Introducing Oskar Rey, MRSC’s New Legal Consultant

I am very excited to be part of the MRSC team and provide accurate and helpful guidance to Washington local governments. I became a frequent user of MRSC services shortly after accepting my first assistant city attorney position in 1995. It seemed too good to be true that one could just call on MRSC as a resource any time to discuss a thorny legal issue. I called MRSC a lot in my early years of municipal practice, and MRSC’s consultants were unfailingly helpful and supportive. I also benefitted from MRSC’s informative website, training opportunities, and the many other resources it provides to local government. In short, I have been a big fan of MRSC for a long time.

Over the course of my career, I have worked in a variety of settings, including in a small firm, as a sole practitioner, and as an in-house municipal attorney. For the last 11 years, I served as Assistant City Attorney for the City of Kirkland, where I was fortunate to be able to work on a wide-range of interesting projects for many city departments. I have developed experience in numerous areas of law, including land use, public records, real property, and public works. I have enjoyed being a generalist and am constantly amazed at the variety of issues and subjects that local government confronts on a daily basis.

I also appreciate all of the new ways in which technology has enabled local government to communicate in different and more effective ways with its constituents. MRSC is also using advances in technology to communicate more effectively with the entities it serves, and I am looking forward to contributing to that process. A lot has changed since I was handed a dictation machine for my first job out of law school, and I'm excited about how technology will continue to enhance our ability to serve local governments in Washington.

I was born and raised in north Seattle and I have lived in Washington all of my life. I went to Whitman College for two years and then graduated from the University of Washington with a major in Political Science. I also received my law degree from the University of Washington School of Law, where I was Articles Editor for the Washington Law Review.   

My wife Julie and I have two sons, who are ages 13 and 11. I like to cook (which helps with two growing boys in the house!), run, play Ultimate Frisbee, and watch my kids grow up. I am a member of the Class of 2015 of Leadership Tomorrow (LT) and served as a LT leadership coach for the Class of 2016. I was the Cubmaster for Cub Pack 161, and I currently volunteer for Boy Scout Troop 166, where my sons are members. I aspire to read more great fiction and start playing guitar again.

About Oskar Rey

Oskar Rey has practiced municipal law since 1995 and served as Assistant City Attorney for the City of Kirkland from 2005 to 2016, where he worked on a wide range of municipal topics, including land use, public records, and public works. Oskar is a life-long resident of Washington and graduated from the University of Washington School of Law in 1992.
