Introducing Steve Gross, MRSC Legal Consultant

As a former (and long-time) client, I am excited to join MRSC as its newest Legal Consultant.

I grew up south of Cape Canaveral, Florida, and saw every rocket launched from the Cape for 15 years. I have a bachelor’s degree (double-majoring in Information Systems Management and Management) from Appalachian State University in Boone, NC. So, you might occasionally hear me say “y’all.”

After serving as a supply officer in the Army for six years, I was selected by the Army to go to law school. I graduated from the University of Puget Sound School of Law and transferred to the Army’s Judge Advocate Generals’ Corps after passing the bar exam. I moved back to Washington after leaving active duty and have been bouncing around the Puget Sound ever since then.

I have worked in municipal law and government for over 20 years. I’ve served as an Assistant City Attorney in Lynnwood, Seattle, Tacoma, and Auburn, and as the City Attorney for Port Townsend and Auburn. As an attorney, I have worked on the Open Public Meetings Act (OPMA), the Public Records Act (PRA), contracting, land use, employment, and pretty much everything else that comes across a municipal attorney’s desk.

I’ve done legislative policy work as a legal policy advisor for the Pierce County Council and as a member of the Association of Washington Cities’ legislative committee. And, I have “client-side” experience with cities — I’ve worked in contract administration specializing in social equity programs and served as interim executive director for Seattle’s Ethics and Elections Commission as well as its Public Safety Civil Service Commission.

I look forward to learning more about special purpose districts in Washington State, and I look forward to working with all y’all.

MRSC is a private nonprofit organization serving local governments in Washington State. Eligible government agencies in Washington State may use our free, one-on-one Ask MRSC service to get answers to legal, policy, or financial questions.
