Land Use Case Law Update - Winter 2017

In this webinar, MRSC legal consultant Jill Dvorkin and longtime land use attorney Phil Olbrechts will review recent, important land use cases applicable to Washington State. 

Educational objectives

The speakers will explore recent land use cases and provide practical advice and guidance to help local governments improve their land use regulation and permit review processes.  Special attention will be paid to the US Supreme Court case of Murr v. Wisconsin, which addresses the constitutional validity of lot merger ordinances and presents an opportunity to review takings law. 

Who should attend?

Planners, attorneys, and local government appointed and elected officials, as well as anyone who possesses a basic understanding of Washington's land use laws and is interested in current developments in land use court opinions.

About the presenters

  • Phil Olbrechts is heavily involved in local government, currently serving as hearing examiner for fourteen municipalities, alternate examiner for four others, and land use counsel and city attorney for four cities.  He publishes numerous articles on land use law and is the last editor of the Short Course on Local Planning, published by the Washington State Department of Commerce. He has taught several land use courses at the University of Washington and has made hundreds of presentations on land use law throughout the state. He is an honors graduate of the Seattle University Law School and former equity partner at Ogden Murphy Wallace, PLLC. He is currently a managing member of Olbrechts and Associates, PLLC.

  • Jill Dvorkin joined MRSC as a legal consultant in June 2016 after working for nine years as a civil deputy prosecuting attorney for Skagit County. At Skagit County, Jill advised the planning department on a wide variety of issues including permit processing and appeals, Growth Management Act (GMA) compliance, code enforcement, SEPA, public records, legislative process, and public records. Jill earned a B.A. in Environmental Policy and Planning from Western Washington University and graduated with a J.D. from the University Of Washington School Of Law in 2003.
