Workshop Overview

This full-day workshop will provide an in-depth review of the Public Records Act (PRA), starting with the PRA basics and then delving into more advanced PRA issues.  MRSC is bringing this popular workshop to seven different locations across Washington State in March and April 2020. Attendees can earn CLE or WAPRO certification/recertification requirements, and this curriculum meets Open Government Training Act requirements for public officials.

Educational Objectives

This training will help your local government stay in compliance with the increasingly demanding world of public records requests and records retention by providing practical tips, a review of recent PRA case law, a look at real-life PRA challenges local governments are currently experiencing, a review of the PRA request process, and other related topics.

Who Should Attend?

  • Local government attorneys, new and seasoned public records officers, and elected officials seeking to meet the Open Government Trainings Act requirements.


  • Morgan Damerow, Assistant Attorney General, Attorney General’s Office Local Government Consultation Program. Morgan is one of the program consultants and the program’s lead attorney. Morgan has been with the state for 16 years. Over the last four years, he has represented dozens of state agencies in significant PRA cases in front of trial courts, the Court of Appeals, and the State Supreme Court.
  • Sarah Doar, Legal Consultant, MRSC. Before joining MRSC, Sarah served as a Civil Deputy Prosecuting Attorney for Island County, defending it in Growth Management Act and land use litigation and advising county leaders on many aspects of government business. Sarah also practiced land use, environmental, and appellate law in Florida for over eight years.
  • Oskar Rey, Legal Consultant, MRSC. Oskar has practiced municipal law since 1995 and served as Assistant City Attorney for the City of Kirkland from 2005 to 2016, where he worked on a wide range of municipal topics, including land use, public records, and public works.
