Webinar Overview

This annual webinar will review trends over the past year in litigation impacting the Public Records Act (PRA). Staying abreast of current PRA case law is crucial for local government employees and officials to avoid liability.

Educational Objectives

This webinar will help inform local governments about recent litigation that may affect an agency’s PRA compliance by reviewing the cases that matter most to local governments. Attendees will leave the webinar with the knowledge base for reviewing their agency’s PRA programs for compliance.

Who Should Attend?

Local government attorneys/legal staff, private attorneys with local government clients, and public record officers (PROs).


  • Morgan Damerow, Assistant Attorney General, Washington State Attorney General’s Office (AGO). Morgan is the Lead Attorney at the AGO’s Local Government Consultation Program as well as one of the program consultants. Morgan started practicing law in 1997 and has been with the state since 2003. Over the last several years, he has represented dozens of state agencies in significant PRA cases in front of trial courts, the Court of Appeals, and the State Supreme Court.
  • Sarah Doar, Legal Consultant, MRSC (moderator). Sarah joined MRSC in September 2018, after serving as Civil Deputy Prosecuting Attorney for Island County. At MRSC, Sarah provides advice to municipalities on many aspects of government, including compliance with public records and open meeting laws, land use issues, and environmental law.
