Webinar Overview

Developing a budget around the priorities of the community can be challenging, there are many factors to consider when deciding how to best allocate resources. One approach to budgeting that can assist with this is called priority-based budgeting. This webinar will cover the process of priority-based budgeting and help local governments ensure their funding decisions truly align with the values of the community.


Educational Objectives

This webinar will go over the priority-based budgeting process, including community engagement, strategy development, budget proposals, and performance measurement.


Who Should Attend?

Finance staff, management, and local government appointed and elected officials, as well as anyone involved in the budgeting process.


Presenters

  • Marissa Flynn, CPA, Senior Financial Analyst, City of Redmond. Marissa Flynn has worked in municipal finance for 12 years. Her experience includes accounting, financial reporting, zero-base budgeting and budgeting by priorities for cities in King and Pierce Counties and she most recently joined the City of Redmond’s Financial Planning team in 2019.
  • Eric Lowell, Finance Consultant, MRSC. Eric Lowell joined MRSC in December 2020 as a Finance Consultant after working in local finance for over 14 years. He gained his experience working for a local city and a special purpose district. At MRSC, Eric provides guidance to local government on various financial issues.

Credits

This training is eligible for:

  • 1.0 credit of CPE for certified public accountants.
  • 1.0 credit toward a Certificate of Municipal Leadership (CML) for elected officials through the Association of Washington Cities in the (P) Public Sector Resource Management competency area.

Training Scholarships

  • The Washington Counties Risk Pool (WCRP) will provide two (2) training scholarships per member-county for this webinar. Those wishing to take advantage of the offer are asked to contact your county risk manager to request the registration code before you register. To learn if you are a WCRP member or if you have questions about scholarship opportunities, please contact MemberServices@wcrp.wa.gov.

Payment Policy: Payment for this webinar is completed online by credit card only. If you need to be billed, there will be a $5.00 administrative fee added to your registration fee. Please contact jrice@mrsc.org if you need to request an invoice for this webinar.

Refund Policy: Refunds of the webinar fee will be provided in full if registration is canceled before Tuesday, August 30 at 11:59 PM. After that, refunds will be provided minus a $5.00 administrative fee up until the start of the webinar. Please contact jrice@mrsc.org if you need to request a refund on the morning of the webinar.

If you are registered for the webinar and unable to attend, you will still be able to view the recorded webinar afterwards. However, if you cancel your registration, you will not receive a link to the recording.
