Webinar Overview

Are you interested in writing compelling grant proposals to secure funding for your community? Join us to learn strategies that will improve your grant writing process and ensure your applications stand out. We will also cover the federal Bipartisan Infrastructure Law (BIL), which appropriated billions of dollars for various areas of local infrastructure, and highlight local government grant opportunities made available through the BIL.

  • How to prepare for the grant opportunities
  • Tips to follow when completing a grant application

Who Should Attend?

Finance staff, local government appointed and elected officials, and anyone else involved in the grant writing process.


  • Megan Beresford, Director of Broadband Programs, Learn Design Apply Inc. Megan joined Learn Design Apply mid-pandemic as the digital divide became glaringly evident. Previously, she worked in Washington, D.C., assisting state and federal officials address pressing issues, from emergency preparedness to healthcare inequities
  • Brianna Morin, Legislative Policy Analyst, AWC. Brianna is a Legislative Policy Analyst at the Association of Washington Cities where she covers transportation, infrastructure, energy, and broadband issues. She is currently working towards a Master of Public Administration at the University of Washington Evans School of Public Policy.
  • Eric Lowell, Finance Consultant, MRSC. Eric Lowell joined MRSC in December 2020 as a Finance Consultant after working in local finance for over 14 years. He gained his experience working for a local city and a special purpose district. At MRSC, Eric provides guidance to local government on various financial issues.


This training is eligible for:

  • 1.5 credits of CPE for certified public accountants.

  • The Washington Counties Risk Pool (WCRP) will provide one (1) training scholarship per member-county for this webinar. Payment Policy: Payment for this webinar is completed online by credit card only. If you need to be billed, there will be a $5.00 administrative fee added to your registration fee. Please contact if you need to request an invoice for this webinar.

Refund Policy: Refunds of the webinar fee will be provided in full if registration is canceled before Tuesday, February 21 at 11:59 PM. After that, refunds will be provided minus a $5.00 administrative fee up until the start of the webinar. Please contact if you need to request a refund on the morning of the webinar.

If you are registered for the webinar and are unable to attend, you will still be able to view the recorded webinar afterwards. However, if you cancel your registration, you will not receive a link to the recording.
