MRSC Welcomes Legal Consultant Julie Nicoll

I am excited to join MRSC as a legal consultant. I have been a frequent user of MRSC’s online content and e-mail list for almost a decade. I am incredibly grateful to be part of this dedicated team of professionals.

Legal Background

I started my legal career in 2008 in private practice in Seattle advising clients on environmental and land use matters. In 2016, I moved to Bellingham and served as a Civil Deputy Prosecuting Attorney for Skagit County, primarily advising the planning department. I had big shoes to fill since I replaced Jill Dvorkin after she joined the MRSC team.

In 2021, I joined the Washington State Office of the Attorney General as an Assistant Attorney General representing Western Washington University, Bellingham Technical College, and Educational Service District #189. In this role, I learned that public higher education institutions face many of the same challenges as local government, such as compliance with the Public Records Act and the Open Public Meetings Act, contracting, personnel matters, etc. The variety and complexity of legal issues was excellent training for my new role as a MRSC legal consultant.

MRSC Brings Opportunity

While changing roles can be difficult, it also brings opportunity. Change fosters growth and creativity. Since change is inevitable, it should be embraced. I am embracing my new role at MRSC as an opportunity to provide a greater service to others. As a passionate public servant, I am honored to continue the legacy of MRSC’s trusted guidance and the reputation it has built over the past 90 years.

The Fun Stuff

When I am not behind a computer screen, you can find me on some type of outdoor adventure. As John Muir once stated: “The mountains are calling and I must go.”

I enjoy hiking, mountaineering, camping, sea kayaking, skiing, snowshoeing, mountain biking, and scuba diving. You can also find me with my husband (a MRSC customer) and one of our large fluffy rescue dogs at a Bellingham brewery. When we can get away, we enjoy traveling abroad.

I look forward to meeting you and problem solving together. It brings me great joy to help others, so please let us know how we can best serve you.

Prior to joining MRSC, she was an assistant attorney general representing Western Washington University, Bellingham Technical College, and Educational Service District #189. Julie previously served as a civil deputy prosecuting attorney for Skagit County primarily advising the Planning Department.
