Introducing the New PRA Deep Dive Refresh Format 

Have you attended one of MRSC's popular PRA Deep Dive webinars and want a refresher on key topics? Or are you new to the subject and looking for the latest legal updates and practical guidance? MRSC is launching a new PRA Deep Dive Refresh format designed to help both experienced and new practitioners stay current.

Upon registration, participants will receive access to the original 104-minute webinar recording on Juvenile and Child Records (originally presented in September 2021) to review at their convenience. Then, the October 29 live session will focus on important legal updates, emerging issues, and participant questions through an extended interactive Q&A. Registrants will also be invited to submit questions in advance of the live session.


Webinar Overview

Disclosure of juvenile and child records is controlled by many different laws, not just the Public Records Act (PRA). Navigating the different laws that apply to records of juvenile offenders, child victims, child welfare recipients, and other records that may mention children can be a minefield. Balancing the privacy interests of children with the PRA's strong disclosure requirements can be challenging. This live refresh webinar, together with the original recording, will help you navigate these issues with greater confidence.


Educational Objectives

The original webinar recording provides a comprehensive overview of how the PRA and other laws apply to juvenile and child records held by agencies. Participants will learn:

  • Which laws commonly govern juvenile and child records
  • What records or information may be exempt from disclosure
  • How to analyze requests when the applicable legal requirements are unclear
  • Best practices for responding to requests involving juvenile and child records

The live refresh webinar will focus on key legal developments since the original presentation and provide an opportunity to discuss agency challenges and attendee questions.


Who Should Attend?

Public records officers, local government attorneys and legal staff, private attorneys who represent local government clients, and other staff who work with juvenile and child public records requests.


Presenters

  • Karen Horowitz, Senior Deputy Prosecuting Attorney, Thurston County. Karen is a senior deputy prosecuting attorney for Thurston County.  She served as the first lead attorney for Thurston County’s Public Records Unit which was formed to coordinate and centralize responses to public records requests.  Karen represents the county in public records litigation and provides legal advice to various county offices and departments relating to the Public Records Act, court records, and records retention and management.
  • Sarah Doar, Legal Consultant, MRSC. Sarah joined MRSC in September 2018, after serving as Civil Deputy Prosecuting Attorney for Island County. At MRSC, Sarah provides education and guidance to municipalities on many aspects of government, including compliance with public records and open meeting laws, land use issues, and environmental law.

Refund Policy: Refunds will be provided minus a 5% administrative fee until the registration deadline at 5 PM on Wednesday, October 28. No refunds for cancelations or no-shows after the registration deadline. To request a refund, please contact Jacob Rice (jrice@mrsc.org).

If you are registered for the webinar and are unable to attend, you will still be able to view the recorded webinar afterwards. However, if you cancel your registration, you will not receive a link to the recording.
